SUMMARY:THE COUNTY ASSEMBLY COMMITTEE LEADERSHIP MASTERCLASS
DESCRIPTION:Assembly committees in County governments are appointed by each County Assembly to undertake business on behalf of the Assembly. Committees are comprised of smaller groups of Members of the County Assembly who have been appointed by the different assembly parties. Committees derive their powers from the House and must report their findings back to the House. \n\n  \n  \n\nCommittees consider only those matters that are referred to them by the County Assembly. Within their mandate and it expected that committees are permitted total independence in their deliberations. The committee system allows for a more detailed examination of policy and other matters than is possible in the committee of the whole. \n\n  \n  \n  \n\nThe committee system also provides members of the public with the opportunity to have direct input into the parliamentary process by making written or electronic submissions and attending public hearings. \n\n  \n  \n\nAppreciating the functions listed above of the committees it is important for both the Members of the County Assembly and the secretariats that support the committees to be well versed with the mandate of their committees. \n\n  \n  \n\nThis one-week seminar is geared to provide a platform for discussions on what works and what does not in terms of committee governance\, committee dynamics and strategic committee involvement for all members. The seminar will also touch on other self-leadership skills for success
